Internet libraries? Internet museums?
The old school system? A foundation?
All of the above, obviously. At least all that are capable. That takes internet support, so there is not much you can do without the internet. And whoever prepares the contents needs to know about and be up-to-date with the internet,

You could make it a game
- Gather some examples demonstrating the skills and threats.
- For skills, challenge the visitor to do something demonstrating the skill.
- For threats, ask the visitor to pick out a malicious message from a collection.
- And to choose the reason why it is potentially harmful.
