Getting started with Blogspot/Blogger
If you already have a Google account (gmail, for example, open it and search for Blogger). Otherwise, do a standard search for Blogger. You will have to create an account. You can use the same account for multiple Google services if you want to use just one password.

You may want to get Feedly at the same time -- a useful resource for content.

The following items are answers to questions you will probably have in setting up a blog.  For other actions you will probably not have questions.

Start: From Dashboard
Settings tab  -- Basic subtab
Select post editor: Use updated editor.  Has a few bugs, but important benefits

Link to other blogs
Design  --  Add and Arrange Page Elements  -Link List -- read instructions to configure

Alllow feeds (RSS):
Settings | Site Feed tab.  Allow Blog Feeds  -- Full

Facebook buttons, etc
go into your blog designer, select "design." Then, on "blog posts" select "edit." It will bring up a dialogue box that allows you to check "show share buttons."

Comments:  Best allow these with some restrictions.  If you get a lot of readers, you will probably need to block anonymous comments and require your approval, at least for older posts.

Set time zone
Settings -- Formatting -- Time zone
This apparently sets the time zone for scheduled publications.  My Virtual Outworlding is set to Second Life time
