• The key lies in who manages the production and delivery. 
• Here is one route:
• K12 and the Texas Virtual Academy. Can you teach online?
• A taxpayer supported online school.  
• A public school from the standpoint of the parents. 
• A privately managed school from the standpoint of the staff.  
• If teachers manage a school like this, teachers are steering.
• A developing industry for online instruction.
