This is a Facebook app, so your Facebook sign-in lets you in to Ohours (free).   There is also a premium arrangement with extra features.  I saw no simple way to arrange for office hours in Second Life.  Actually Ohours is not needed for that.  I had office hours a couple of years ago--I simply promoted the time on my blog and met people at Rockcliffe University Consortium campus.
